These included the hereditary viscountics of Avranches and Bayeux. Hugh was present at the council of Clarendon in January 1164 which drew up the assize of Clarendon. In 1171 he was in Normandy. |

He succeeded his father in the Earldom of Chester. Stafford, in 1181, aged about 34.
